How to improve if intakes are selected based on racial quotas?

Why our neighbouring universities are growing leaps and bounds every year?

Sure, the system is there to help the needy ones.

Those who do not wish to study got selected, but those who really want to study are being told there is not much places left for them anymore.

Awesome interpretation of ‘needy’ ones.

No wonder they are so happy in celebrating mediocrity.
