Tawau villagers cry foul over MyKad

Residents in a remote Tawau village have spotted what they are convinced is yet another attempt by the Sabah National Registration Department(NRD) to register illegal immigrants for MyKads.
The villagers of Kampung Kalabakang Tengah 1, who claimed to have witnessed the incidents have taken their complaint to the Parti Keadilan Rakyat (PKR) office in Tawau.
In their complaint they alleged that “NRD officers have registered illegal immigrants for MyKads under the guise of covering Kampung Kalabakang Tengah 1″.
They also alleged involvement of Rela officers in the exercise, with a Messe bin Hamid (with two pips) assisting the NRD officers
Messe, a Bugis, and when not in Rela uniform, is reportedly a taxi driver in Tawau and appears to be a “broker’ of sorts in the scam.
Details available so far to the PKR Tawau Chief, Kong Hong Ming,(right) suggest that mobile NRD teams from Kota Kinabalu and Tawau registered over 200 illegal immigrants, mostly Bugis, during a three-day period last month.
The NRD officers promised to be back after the Aidil Fitri celebrations later this month, according to what Messe told the villagers.
Illegal immigrants given priority
“The villagers are really annoyed that instead of attending to their requests for the MyKad and other personal documents, the mobile team members were more concerned with attending to as many illegal immigrants as possible,” said Kong who has been provided with names, dates and other information on the MyKad scam.
“It was not a question of the NRD officers not discriminating between the villagers and the illegal immigrants. They mostly ignored the villagers and attended to the illegal immigrants.”
“We want the State NRD Director himself to explain this matter to the public. That’s why we are going public with these allegations.”
Malaysian claim by detained ‘Indian national’
The Sabah PKR Deputy Chief said the Kampung Kalabakang Tengah 1 “scam” reminded him of the case of an “Indian national” currently under detention in KK and who claims he’s a Malaysian.
The modus operandi employed in the village, noted Kong, seems to be similar to that in a Papar village where the Indian National obtained his MyKad.
Kong had an explanation for keeping the matter under wraps for nearly three weeks.
Initially, according to Kong, the PKR Tawau Office wanted to wait until after Aidil Fitri to see whether the NRD officers would really return as promised to continue with their operation.
“We were afraid that if we went public with the scam, the NRD officers would be alerted and cover-up their misdeeds,” explained Kong.
However, after some careful consideration, they decided not to take the risk of waiting until the end of this month.
Despite what they promised the villagers, and presumably the illegal immigrants, the NRD officers may not come back.
Call for probe into NRD ‘misdeeds’
Messe could have been just pulling a fast one on the villagers who are annoyed that they were given scant attention by the NRD mobile team, he added.
“We want their last month’s misdeeds to be investigated and action to be taken against the staff concerned under the Internal Security Act or other relevant laws. This is a blatant breach of national security.”
According to eyewitnesses from the village who approached Kong, 15 NRD staff from KK and Tawau in seven official vehicles visited Kampung Kalabakang Tengah 1 on August 10, 11, and 12 to receive applications for the MyKad and other personal documents.
The officers from Tawau came to the village daily while those from KK stayed at the nearby Felda Scheme Rest House during their visit.
Not many villagers were entertained during the three days, according to the eyewitnesses.
Instead, busloads of illegal immigrants arrived in the village from Tawau, Balung, Sandakan and other areas to present themselves at the makeshift mobile NRD office parked at the village. These outsiders, it is alleged, were given priority.
The villagers allege that the same buses were used to ferry in the illegal immigrants. The registration numbers of some of the buses and taxis, all Bugis owned, as noted down by the villagers were ST 9032, ST 9000, ST 5677 and ST 43.
The Bugis and other illegal immigrants had the help of the Ketua Kampung, Suping Bin Ajak, to facilitate their application for the MyKads, according to the villagers.
For a fee of RM 50 per person he was allegedly ready to certify that he indeed knew the applicant and that he or she was from the kampung itself.
Kong has confirmed with the villagers from Kalabakang Tengah 1 who approached him that the outsiders were not locals from other villages mistaken as Bugis and other illegal immigrants.
Generally, Bugis and other Indonesian illegal immigrants enter Sabah through Tawau while the Filipinos make for Sandakan.
The State NRD Director in Kota Kinabalu was not immediately available for comment.
A spokesman who responded said that anyone with any complaints about the NRD should write in officially with all relevant particulars.
It was not possible to ascertain from the NRD whether mobile NRD teams are authorised to entertain applications for the green (temporary residence) MyKad.
In any case, illegal immigrants are not eligible for green MyKads. Only Sabahans who are stateless qualify.
Kong, meanwhile, is keeping his options on the matter open.
“I don’t think approaching the NRD quietly with the evidence we have would have helped at all,” said Kong. “The NRD has little credibility left and that’s why Singapore refuses to accept the MyKad for passport-free travel between Malaysia and the republic.
“Brunei is dragging its feet on the MyKad for the same reason. That’s why there have also been so many calls from Sabah leaders for a Royal Commission of Inquiry into the NRD.”
